Future proof ruby-selinux

We only need to patch older Debian/Fedora/Ubuntu, but shouldn't need to for future additions.

Vanagon doesn't render the agent-runtime-main project any differently (since we haven't added hosts beyond Debian 12, etc):

$ bundle exec rake vanagon:component_diff -- -m -P agent-runtime-main -p all --from upstream/master --to HEAD 
...
