jp: Add cityofkawasaki bus feed

This pull request adds new transit feeds for the City of Kawasaki to the feeds/jp.json file. The additions include both static and real-time feeds, expanding coverage for Kawasaki transit data.

Unfortunately it looks like this source requires an API key.
If it's very easy to get, we sometimes just leak them in the repository, but if it's more complicated, I can mirror the feed for now. In case you want me to mirror it and you are able to get an API key, please send it to me on Matrix (@jbb:matrix.spline.de) or email (jbb @ kaidan . im)

After reviewing the license terms and API usage conditions, it appears that sharing API keys or setting up a mirrored distribution may conflict with the applicable license and usage policies. Given the potential compliance risks, I will close this for now.

If the licensing conditions change or an officially supported approach becomes available, we can revisit this.
