Resolves #4797

What's left:

Formatting t-string quotes
Adding a new T_STRINGS Feature flag and gate it for py314
Fixing updating python_symbols types
Adding more tests
- for how t-string syntax differs from f-string syntax (so far it seems like all fstrings are valid t strings and vice versa)
- ensuring t-strings and f-strings can be nested in each other
Release pytokens and undo the [tool.hatch.metadata] change

Looked through the code, everything looks good! Thanks for your hard work on this!

My understanding is that formatting t-strings previously crashed, and this fixes the crash without changing formatting of code that already was successfully formatted. Is that correct? Otherwise this will have to be preview-gated
