proot fails to cross build from source, because the upstream src/GNUmakefile hard codes the build architecture pkg-config. Most other tools have $(CROSS_COMPILE) prepended. Adding it to pkg-config fixes the cross build. Please consider applying and forwarding the attached patch. Bug-Debian: https://bugs.debian.org/1112300
