This is to flush the state in GB_ASIC_DB when running 'config reload'. Otherwise, the left state affects the cold restart of gbsyncd.
…ks for first 4 ports (#8624) Why I did it The first 4 ports on this dut are breakout ports. They might not always be connected in lab.
