Volume balance resets when volume is changed

The sound balance (like moving the balance to the right speaker), resets when the volume is changed.

Happens on the 24.04 beta

This was fixed in COSMIC Settings, but is still an issue in COSMIC OSD (for using keyboard hotkeys), so I'm re-opening this issue and moving it to that repository.
