keyboard layout changed for login screen after OS update

Synopsis

The keyboard layout in changed when upgrading from Pop!_OS version 22.04.03 to 24.04. The "Keyboard layout" button did not work either. It seems that perhaps the keyboard layout was not set for the login screen, and that it might have defaulted back to US.

Steps to reproduce

1. Start with PopOS 22.04.3
2. Set keyboard to Norwegian
3. Use Settings applet to upgrade to 24.04
4. At first login after upgrade, when presented with login screen the keyboard will be in a different layout (presumably US) with no way to change the keyboard layout
5. Clicking on the keyboard layout chooser will not open up a list. It seems to open up an empty list, or perhaps it is obscured by another UI element.

Expected behavior

1. Keyboard layout should stay the same when upgrading
2. The keyboard layout picker should show different keyboard layouts

Actual behavior

1. Keyboard layout changed for the login screen after upgrading the OS
2. The keyboard layout picker did not allow for changing keyboard layout

Workaround

TTY still has correct keyboard layout

1. ctrl + alt + f3
2. log in
3. passwd
4. Change password to something that can be typed on the other keyboard
5. Change back to the GUI (ctrl + alt + f3)
6. Log in
7. Change password back again in COSMIC settings

After this, both issues will be fixed, and normal login can be done
