video pinture in picture problems

Describe the bug
Hi, I encounter a problem while using the picture in picture feature on Firefox. When I use it and make the focus on another window it goes behind it.

To Reproduce
Steps to reproduce the behavior:

1. Go to Firefox and start a video on YouTube
2. activate the picture-in-picture mode
3. now click on any window other then the picture in picture (for example the one you originally browse youtube)

Expected behavior
It should stay in front of every others window

Additional context
It was working normally on gnome desktop before I tried the Cosmic so I think it comes from that transition. Thanks you devs tho, cosmic is a very cool

Oh, by the way, I'm experiencing something similar... I have to use a manual keybinding to force it to stay on top because it doesn't automatically apply to the window for some reason

I really think this should be fixed, though I'm not entirely sure how—maybe by tracking the window ID or the browser process? Or perhaps giving the browser the appropriate permissions/APIs to manage window pinning, since this works fine on Windows.

ok so I found out you can use "sticky windows" on pretty much everything (right clicking on top bar of the windows and you'll see the option) but since the picture-in-picture doesn't have a top bar... I can stick literally everything except the one I want 😿. But at least it shows that it's already implemented to be working, it just doesn't make the picture-in-picture sticky automatically.

You can actually set a custom shortcut for this in COSMIC Settings: Input devices -> View and customize shortcuts -> Manage windows -> Toggle sticky window. Just map your preferred key combination to toggle it for any active window (I use Super + Ctrl + Space).
