Enable coretime auto-renew in `coretime-polkadot` and `coretime-kusama`

Auto-renew was released in stable2409 but had issues with the benchmarks, therefore it was not enabled in the Polkadot and Kusama Coretime runtimes. It was intentionally removed in pandres95#6

Once paritytech/polkadot-sdk#6505 is merged, backported and included in a release, we should enable auto renew in both runtimes.
