`mlpack` missing `wget` dependency on Debian 13 (trixie)

mlpack test is missing wget dependency on Debian 13 (trixie).

After apt-get install wget it installs fine.

Hi, I’d like to work on this issue.
I can reproduce the problem on Debian 13 and will submit a fix if there are no objections.
