as another qsv crate uses petgraph 0.6
which is the same version regex 1.11 uses

There were merge conflicts that I could not resolve, so I committed the changes myself into main directly. |

Bumped several non-dev deps and updated Unicode tables from 15 to 16 as regex 1.11 uses Unicode 16.
