feat: support button label for CA

What is the purpose of this PR?

Adds support for the Pay Later button to appear in French when Pay Later is enabled, in Canada, with locale set to fr-CA. Supports Pay Later Geoexpansion to Canada and French Language support.

Step-by-Step Validation

1. Navigate to this testing page
2. Verify the button content that passes fr_CA appears as "Payer en 4".
3. To verify English Language Pay Later button content works, change the locale param on the HTML section's line 10 to en_CA. Button content should say Pay Later.
