Topology - Allow tooltips on pipeline node badges

Describe the feature
Currently the TaskNode supports a popover on the badge. Since the user cannot tell clicking on the badge has a different effect than clicking elsewhere on the node (if the node is also selectable), it would be beneficial to show extra content in a tooltip rather than a popover (user does not need to click).

Are there visuals for this feature? If applicable, please include examples for each state and for varying widths
