Overall looks good. I just want to take one more look at the parachains code and I had an idea on how to deduplicate some of the complex relays code and I would like to explore it a bit since I got here (even if it's not related to this PR really).

This PR introduces new complex RialtoParachain <> Millau relay. It is not yet in deployments - I'd like to continue in a follow up PR
