Use PHP-Cookie to allow SameSite Cookies #128
Description
See paragonie/PHP-Cookie for our fork of delight-im/PHP-Cookie that uses more secure defaults (and only supports PHP 7+).
The plan is to migrate to this after it's ready for a release. We'll be releasing this change with version 2.0.0, due January 1, 2017.
