runtimeElementsisn't the correct configuration to use here.runtimeElementsis intended to be used by consumers to create their runtime classpath. For internal uses, we should be usingruntimeClasspath. This matches the behavior of our internal packaging plugin where we useruntimeClasspathto build distributions.
