Migrate from GitVersion.MsBuild 5.8.1 to MinVer 7.0.0 for simpler, tag-based semantic versioning. Changes: - Replace GitVersion.MsBuild with MinVer package reference - Delete GitVersion.yml (MinVer needs no config file) - Remove GITHUB_REF workaround for GitVersion issue #2838 - Use github.ref_name for release tag (publish only runs on tag push) Existing tags (1.0.0-1.3.0) are compatible with MinVer's default format. Untagged builds now produce pre-release versions (e.g. 1.3.1-alpha.0.N) instead of fake stable patches (e.g. 1.3.N).
