This pull request introduces a new benchmarking suite for the
PackageUrllibrary using BenchmarkDotNet. It adds a dedicated project for benchmarks, integrates it into the solution, and provides initial benchmark cases covering parsing, serialization, equality, and hashing ofPackageUrlinstances.
