I saw esbuild doesn't support it as well. I am not sure whether we should support adding PURE for certain library-specific.

As an alternative, we can provide a generic plugin that can provide an option to let users pass the package name and the method names that should be added to PURE. And also, we can provide presets for popular packages like react, which is exactly the same as @babel/plugin-transform-react-pure-annotations does.

In this way, I think it would be better if the plugin is provided by Rolldown, the implementation is quite simple, and they have enough metadata information for determining whether to add PURE. Does it make sense?

I've set up this plugin in #11346.

The implementation should be ported from Babel and fill in the file. I've looked at the Babel code, and I think it is easy to implement in Oxc, but unlike Babel, we may need to pre-collect import data first in enter_program because we have no way to determined the callee if it is imported from react and it is a pure function.
