Opened image has transparent padding when loading in layers

Running on PDN version 5.1.4. When I load an SVG file using the layer setting as "Flatten", the content is scaled to fit the input dimensions, as expected.

When loading with the layer setting as "Groups" or "All Elements", the image layers are loaded at a smaller scale, with a large amount of transparent space used to fit the input dimensions. This is a regression issue; it was working great on a previous version.

The attached image shows the source image's dimensions via Inkscape, as well as the image when loaded with the "Flatten" setting (left preview image) and the "All Elements" setting (right preview image, focused in PDN).
