Add Lasy Państwowe (many objects)

(Please note that my English isn't the best, sorry!)

Lasy Państwowe is a governmental ogranization that protects/works on state-owned forests in Poland. The organization also owns many more things, such as forestry offices that make up a network of administrative divisions (see: nadleśnictwo, leśnictwo. These link to the map)

Some things that could be added (I had to invent some tags!):

I wanted to note that these would not include name, as the name is different for all of them.

1. Nadleśnictwo (higher position, usually owns leśnictwo-s)

   This one needs some explanation. I don't think we need an item for the forests per-se,
   but a lot of forests have operator=PGL LP and/or source=Lasy Państwowe.
   A bot edit would change all of these tags to:

operator:wikidata=Q7603225
source=PGL Lasy Państwowe (if present earlier)
