Hey,

This happens because the repository was part of a fork network when it was deleted. Once the system flags that, it automatically locks the self-restore option.

You did the right thing by contacting GitHub Support. They are the only ones who can manually restore it for you in this case.

It can take a few days for them to reply, but you're in the right queue. They should be able to get it back for you.
