Cannot activate "dismiss review" and "re-request review" menu options with screen readers

1. Go to a PR with reviews requesting changes.
2. Focus the "More options" button under a reviewe.
3. Press Enter or space bar
4. Use down arrow keys to move through the two available options, "dismiss review" or "re-request review".
5. Press Enter on any of these options.

Expected behavior: The relevant action is performed.
Obtained behavior: The reviewer GitHub profile opens.

This may potentially affect keyboard-only users as well. Workaround for screen reader users is to use screen reader mouse-clicking functions.
