Have storage quotas for organizations on the free plan changed?

Hello. I am maintaing github actions of kernel-patches organization: this is effectively a CI system for Linux Kernel BPF subsystem.

The organization has been on the free plan for years without issues. Today CI jobs started failing with errors like these:

Failed to CreateArtifact: Artifact storage quota has been hit. Unable to upload any new artifacts. Usage is recalculated every 6-12 hours.

The job was not started because recent account payments have failed or your spending limit needs to be increased. Please check the 'Billing & plans' section in your settings.

Artifacts retention period is set to 90 days. I tried to download usage report from settings, but it is empty.

Since there were no relevant changes in organization settings recently, I suspect this may be related to recently announced changes from github: https://github.blog/changelog/2025-02-19-enhanced-billing-platform-for-free-plan-for-organizations/

We have not received any notifications regarding changes in the usage limits.

Has anyone run into a similar issue?

Jobs started to pass. I received a message from github support that a change was reverted on github side.

Hello GitHub Support,

I have deleted all old GitHub Actions artifacts from my repository more than 3 days ago, but the artifact storage quota is still showing as full. I attempted to trigger a recalculation by uploading a dummy artifact with 1-day retention, but the workflow fails with the error:

"Artifact storage quota has been hit. Unable to upload any new artifacts. Usage is recalculated every 6-12 hours."

Hi Github Support, I have been getting the following error in a github action to deploy to Azure. I have deleted all artifacts and have waited for a couple of days. However, I am still getting the same error. Can someone help?

Same issue with me -- all artifacts deleted. Retention set to 1 day. Still getting the following error:

It has been over 3 days now (well over the 6-12 hours posted in the error message)

I got a response back from Github support, here's the meat of it:

Monthly included Actions and Packages shared storage is calculated in GB/months and is consumed at a rate determined by space used and time in storage (sample usage calculation). Deleting artifacts from storage will not reduce the storage amount that has already been used, but it will lessen the rate of growth.

The included shared storage for the account appears to have been used up. You can verify this on the account's Billing overview by clicking into the "More details" option next to "Current included usage". In these cases, the "included Actions and Packages storage GBs" discount usage will match the estimated amount off.

Once the included monthly storage amount has been used, further usage will be blocked and require an Actions budget. Only usage after the budget is created will be billed within the set budget amount. Alternatively, the included storage amount will automatically reset for the account at the start of the next month.

Regarding artifacts, they remain in storage until they expire or are manually deleted. Their expiration date is based on the retention days setting configured at the time of artifact creation, which by default is 90 days. You can configure this value either through settings or from the workflow file step that uploads the artifact. Please note a change in this setting will only apply to artifacts created after the change.

To delete existing artifacts, you can locate them in the UI through the individual workflow runs and delete them there. You can also use the REST API to list artifacts for a repository, where results with expired: false are artifacts actively in storage. Using the returned ID values for active artifacts, you can then leverage the API to delete the artifacts individually. You can also obtain the workflow_run.id values from the results to locate which workflow runs in the repo still have active artifacts.
