[Bug] Installation Error on Windows 11 0x80070005:

During installation on Windows 11, using the App Installer for Version 1.3.5.0, the following error message shows why installation was unsuccessful.

App installation failed with error message: error 0x80070005: Opening the package from location orb-1.3.5.0.msix failed. (0x80070005)

To Reproduce
Steps to reproduce the behavior:

1. Download from orb website the Windows 11 version. Move it to a folder without permission issues. (C:\data\orb) Open the package and the error appears after installation has started.

It should install clean as it does on other machines.
