Skip all flaky tests in CI

The current situation is unacceptable.
If everything is actually fine, the tests must pass. I am wasting a lot of time looking at failing tests, trying to ensure that it is "OK" for the tests to fail.

We can create an issue about potentially fixing the flaky tests, but it's mostly due to bad language servers.
