Inconsistent/partially broken live reloading

Description or the shortest sequence of actions to replicate the problem

Two issues I noticed that I don't think used to happen. Might be an MV3 thing.

1. Live reload working, but you have to go back to the Stylus tab

1. Open a fresh browser profile, setup Stylus with access to file URLs.
2. Copy https://github.com/uncenter/userstyles-playground/blob/main/foo.user.less to a file locally, and then open the local filepath in the browser. Install the foo userstyle.
3. Go to https://example.com/, observe red background like so:

4. Go back to Stylus tab and toggle live reloading:

5. Go back to the example.com tab.
6. Go to the file for the foo userstyle locally, change the background color to some other color (blue).
7. Go back to the example.com tab. Color has not changed. Go to Stylus install tab for foo, which has seen the change and reflects it in the editor, and then back to example.com tab. Color is now changed.

2. Live reloading on "reinstall" page broken

1. Follow steps 1-3 of the previous reproduction, but after going back to the Stylus tab in step 4, reload before toggling live reloading.
2. Go back to the example.com tab.
3. Go to the file for the foo userstyle locally, change the background color to some other color (green).
4. Go back to the example.com tab. Color has not changed. Go to Stylus install tab for foo, which still shows the old color in the editor, and then back to example.com tab. Color has still not changed.

Might be a bug in Chrome which reportedly affects timers in inactive extension tabs. A possible workaround is to enable chrome://flags/#enable-experimental-web-platform-features flag that allows Stylus to use a new timerless API.

So it was me who broke the timer after all. The above workaround works though.

Ah cool thanks for fixing! That flag didn't seem to change anything though fwiw, or do you mean on top of your patch?

Sorry, I didn't test it now, only when I initially added the support for the new API. Did you restart the browser after enabling the flag?

Yeah I did restart, I checked to make sure it was enabled after too.

My bad, I forgot to mention that the file must be dropped into a Stylus page first, there's no need to enable file access at all, here's an instruction for Violentmonkey.
