fix(scripts): metadata for taginfo

The taginfo.json lacks contact_name and contact_email according to https://wiki.openstreetmap.org/wiki/Taginfo/Projects

This blocks the update to the new URL (referring to the develop branch): taginfo/taginfo-projects#95
