In the master branch, the startup cannot find this jar package.
This version is also not available in the Maven repository.

This lives in Oracle's Maven repository (see repostitory URL in Bdb/pom.xml). It is described here and seems to work fine at the moment (e.g. POM, jar). Maybe they had a hickup, wenn you checked or your access to download.oracle.com is blocked otherwise?

Just for the record: There are also the downloads at Oracle's website on Berkeley DB as well as a source code archive for the JE on Github.
