Add basic Reusable Go workflow

Passes for the following repos:

• Use common workflow goyang#249
• Use common workflow ygnmi#122
• Use common workflow gnoi#129
• Use common workflow lsdbparse#13
• Use common workflow models-ci#87
• Use common workflow pattern-regex-tests#17 (fails when posting coverage using coveralls, not sure why since I'm following the documentation, going to see if it resolves after getting merged)

For gribigo I'm seeing some non-deterministic failures, but the CI script is running fine:

• Use common workflow gribigo#185

Next steps:

• Add golangci-lint, which will be declared as a different reusable workflow.
• compiling protocol buffers in order to run for gribi.
