This will rewrite api structures which will be marked "callable" when using python bindings and also will generate helper apis to get each api structure directly.

Cherry pick 2 commits from master to v1.8.1 branch. No headers changes, only introduce new metadata features. This change will be needed for sairedis SAI git submodule update to enable ignored attributes support and auto swig generate on sairedis repo. SAI headers are not touched, so no need for version check here.
