Description
In the LA Metro jurisdiction, a bill's identifier is universally unique, so we'd like to exclude legislative session from the spec without changing the spec for all jurisdictions. There isn't an easy hook to do this, so this PR adds a way to optionally configure custom importer classes via settings.
