Request: add @christophe-kamphaus-jemmic to CICD approvers

I would like to nominate @christophe-kamphaus-jemmic as a CICD Approver (@open-telemetry/semconv-cicd-approvers).
Christophe has regularly attended, and occasionally in my absence led CICD SIG meetings. He's been instrumental in helping drive, prototype, and refine new CICD conventions.
