[CI] Try to get streetsidesoftware/cspell-action to play nice

• This is take 2 of trying to solve [CI] cSpell GitHub action doesn't always check files in a PR #4963
• Fixes [CI] spell-check failures #4956, hopefully / maybe (via the change in config to use_cspell_files). Worth a try.

There was an error in the file glob for content! It's working now:

Files checked: 1256, Issues found: 0 in 0 files.
