[CI] Update NPM packages including prettier and Hugo

• In particular, this is a followup to Update go/getting-started.md #4577 (comment), which picked up version 3.3 of Prettier. This PR requires 3.3 or higher.

Here's the site diff. Changed files are expected: in particular, the blog pages are due to a fix in Hugo.
