drop instrumentation-restify in SDK 3.0

Consider dropping @opentelemetry/instrumentation-restify for 3.0.0.
restify is no longer maintained. The last release was in 2023.
The latest major (restify@11) does not work with Node.js 24 and later.

Is the actual removal work happening in opentelemetry-js-contrib, or is there a reference/dependency on instrumentation-restify inside this repo that needs updating too?
