Fixes #1542 and #1536
Upgrades to the latest version of flagd and sets a 50M memory limit. This limit will be updated in Helm as well.
As part of this, I moved the flagd environment variables and docker-compose reference into it's proper area with other dependent services. Also removed some old traces of the prior feature flag service.
