[configoptional] Define direction in scalar values support

Before stabilizing configoptional we would like to validate that we can add support for scalar values in the future and make any changes to ensure we can do that.

There are two kinds of scalars that we should try to validate:

1. Can we support scalar wrappers that implement UnmarshalText? (e.g. component.ID)
2. Can we support other kinds of scalar wrappers? (Maybe actually with UnmarshalText if that makes sense)

I am going to remove this from #13403 since the work from Evan and Jade has shown that we can do this without breaking changes in configoptional. This is still part of Collector v1 though since we need it to unblock #13822
