#### Description Promote the receiver.prometheusreceiver.RemoveStartTimeAdjustment to beta, which disables metric start time adjustment by default. #### Link to tracking issue Fixes #43656 #### Testing Tests were updated to test with the featue gate enabled and disabled. @ridwanmsharif This should wait until after #43912 to merge. --------- Co-authored-by: Arthur Silva Sens <[email protected]>

#### Description Move the metricstarttime processor to beta. We have been using it in production, and have fixed issues that have come up. At this point, we don't see needing any breaking chagnes, so it is time to move it to beta, and replace the adjustment in the prometheus receiver. #### Link to tracking issue Part of open-telemetry#43656 @ridwanmsharif
