[k8sevents] Add support of reporting the scope name

Similarly to #42290 we need to add support for reporting the scope's name for the logs that are produced by this component.

Hi @ChrsMark just to confirm the mentioned pr adds support for both scope name and version, for this issue only scope name is required , right?

@jelly-afk my need is mainly for the scope name but if we can add the version I guess that's fine
