Compile Rego Queries Into SQL Filters (#7887)

Compile API extensions with support for SQL filter generation previously exclusive to EOPA has been ported into OPA.

Interestingly, the test fails under Linux (using golang:latest container) but does not error for me on macOS.

Edit: Nevermind, I think there's something off with bats on my macOS install. Manually verifying, I see the following diff:

Upstream OPA changed the behavior of the trace functionality, so
the output is slightly different. This does not change the overall
behavior of conftest.
