[RFC] GenAIExample ChatQnA Arm Support

Objective

The objective is to get GenAIExample ChatQnA running on Arm CPUs.

This RFC is related to the following issue:
opea-project/GenAIComps#1175

Motivation

Enabling operation on Arm CPUs will allow more users to access the software, potentially in a more cost-effective environment.

Miscellaneous

The following tasks necessary for Arm support will be carried out:

• Create Dockerfiles for each components(micro services)
• Create YAML for docker compose
• Create Arm test scripts
• Build Arm test environment
• Update and deploy CI/CD workflows

Absolutely proceed on this @ykt-hiroki. Is there some action required on my behalf. Note we cannot merge any code without CICD, which can reside anywhere but needs to be triggered on ARM related changes.

Arm support is NOT in the roadmap. We have no plan to support it. And we have no ARM platform.

You are welcome to contribute the feature and provide ARM platform for CICD.
