Pull Request Overview
This PR updates the GitHub CODEOWNERS file to assign ownership of specific crates to a historical proofs work stream team. The changes replace the existing comprehensive codeowner assignments with a focused set of ownership rules for crates related to the historical proofs initiative.
- Replaces default global ownership and comprehensive per-crate assignments with targeted ownership for historical proofs work
- Assigns ownership of 8 specific crates to the historical proofs team (@dhyaniarun1993, @itschaindev, @sadiq1971, @meyer9, @emhane)
- Updates global default ownership to focus on the core historical proofs team members
