chore: compile types package

Description

This change was spurred by two things:

• I was getting compilation errors locally when I did not compile it
• We will need to do this anyways when we resolve Rename noir_js-types to be noir_js-backend-types #2895 because we will be adding serialization methods to this package and so it will not just be types
