Update hwsku.json, port_config.ini and sai.xml for SN5640 SIMX SKU
Why I did it
To have right naming for service ports and right sai.xml file.
How I did it
Update hwsku.json, port_config.ini and sai.xml for the SKU.
How to verify it
Build an image with the change, install on Mellanox SN5640 SIMx platform.
