feat: convert from standalone prometheus to prometheus-kube-stack #75

Is your feature request related to a problem? Please describe.
This helps shrink our footprint for prometheus by putting all the key parts in one repo, and it has the advantage of coming along with a bunch of pre-created dashboards. It's also extensible.
Describe the solution you'd like
Move to the prometheus operator based deployment described in the title.
Describe alternatives you've considered
We're already running the ala carte version, and that has it's own baggage. This is cleaner.
