2FA notification doesn't happen in DnD

The 2FA by notification is effectively broken by our do-not-disturb feature. If you are in a call or meeting, the notification doesn't come - meaning you can't log in. I don't think that that was intended by dnd ;-)

Steps to reproduce

1. Enable Do Not Disturb
2. Try to log in with 2FA notification
3. Cry

Expected behaviour

You get a 2FA notification on mobile/desktop/web

Actual behaviour

You do not

Latest Nextcloud server, but has been a while...

You can still go into the notifications of the mobile app or browser and accept it there.
But yeah I agree that is should by-pass the push limitation

I was 100% sure there is a ticket in notifications or talk about this already, but couldn't find it yet. But it anyway needs fixing there

• Was implemented and should work. I'm changing the code a bit here: feat(priority): Send priority notifications as push during DND notifications#2059 but it should still send since 26+
