log activity on app install/upgrade

Expected behavior

An activity should be created if an app is installed, upgraded, activated or deactivated, like e.g.

You have installed the Two Factor U2F app version 2.1.1.
You have upgrade the Two Factor U2F app from version 2.1.0 to 2.1.1.
You have activated the Two Factor U2F app.
You have disabled the Two Factor U2F app.

Current behavior

Non of the mentioned activities are logged until now.

Server Configuration

OS: Linux 3.16.62
Web server: Apache2 2.4.37
Database: MariaDB 10.2.19
PHP version: 7.2.14
Nextcloud version: 15.0.4

Client Configuration

Browser: Mozilla Firefox 65.0
Operating system: Windows 10

The problem is, that apps might still get disabled without this (if they break while loading).

But yeah sure, sounds like an easy enough task for a good first issue, if events are in place.
