How do we handle conflicts?

I would keep the one with the highest priority and log an error about a hotkey used that is already registered.
Should be fixed by apps, but currently I do not see that high demand (there are like < 10 potential apps using this).

On the long run it would be (maybe) nice if users could customize this, but I think the solution above should work for the moment.
