Updating missing dependencies

I think the repo is missing pytz as a requirement and is also using the outdated nerc-rates hash.

@jimmysway Checking the CI test run, pytz is installed as part of Coldfront. As for the nerc-rates hash, I assume you're referring to the new outages changes that was merged recently. In which case, you already have a PR to update the nerc-rates hash.

One additional thing I'll note. This issue could be written better. Your issues should describe the problem/task in well enough detail that others can understand: what it is, why it needs to be done, and what needs to be done. Saying the repo is missing pytz doesn't tell us what the actual problem is (that you had trouble running the unit tests locally, and pytz seemed like a missing dependancy). Same issue for saying the nerc-rates hash is outdated.

That said, I'll close this issue.
